Jockey Club Keen and Active Kids Project (JCKAK): Establishing a Sustainable Support Framework for Students with ADHD in Hong Kong

Launched in 2019, the Jockey Club Keen and Active Kids Project has established the foundation for school-based ADHD support across Hong Kong’s mainstream primary and secondary schools. Supported by the Hong Kong Jockey Club Charities Trust, Professor Kathy Shum and her project team have collaborated with the Education Bureau and five non-government organizations to strengthen the support for students with ADHD at all levels under the whole-school 3-Tier Intervention Model. To date, the Project has provided evidence-based training to more than 6,000 students, equipped over 4,000 educators with practical skills, and supported 1,500 parents through dedicated workshops to foster supportive home environments.
To achieve this broad impact, the Project takes a multi-dimensional approach, delivering school-based training that equips students with essential skills across the academic, cognitive, social, emotional, and behavioural domains. The Project also builds professional capacity among school counsellors and health professionals while developing a rich library of manuals and digital tools for educators, practitioners, and parents seeking support. Additionally, public outreach campaigns and seminars have successfully raised community awareness and fostered a deeper understanding of ADHD.
Crucially, the Project’s extensive reach has driven systemic change, contributing directly to the regularization of ADHD support services in mainstream schools, as announced in the Chief Executive’s 2026 Policy Address. By blending academic research with frontline services, the Jockey Club Keen and Active Kids Project has established a scalable, sustainable model for the community. Moving forward, the project remains committed to expanding this vital network and embedding these practices into Hong Kong’s education system.
